ARTICLE I: NAME & DIVISION CHAPTERS OF THE LODGE

SECTION 1: The name of this Lodge of the Order of the Arrow shall be Anpetu-We W.W.W. #100. The name Anpetu-We is the American Indian Lakota word signifying "Rising Sun".

SECTION 2: The Anpetu-We Lodge shall be divided into five chapters corresponding to the five districts of the Southern Illinois and Southeast Missouri areas of the Greater St. Louis Area Council.

The Five Chapters shall be:

    1. Cherokee
    2. Egyptian-Ney-A-Ti
    3. Sioux
    4. Shawnee
    5. Wundchenneu-Ney-A-Ti (Kaskaskia)

SECTION 3: The Lodge shall be affiliated with the Greater St. Louis Area Council, Boy Scouts of America and shall be under the supervision of the Council’s Boy Scout Camping Committee and the authority of the Scout Executive.

 

 

 

ARTICLE II: ELECTION TO MEMBERSHIP

 

SECTION 1: The requirements for membership in this Lodge are as required in the current printing of the ORDER OF THE ARROW HANDBOOK and the ORDER OF THE ARROW GUIDE FOR OFFICERS AND ADVISORS.

SECTION 2: Procedure for the Ordeal shall be as stated in the ORDER OF THE ARROW HANDBOOK and the GUIDE FOR OFFICERS AND ADVISORS. With supplemental materials from the National Order of the Arrow Committee.

SECTION 3: Adult Leaders in Council and District positions, the District Chairman, Council President, Scout Executive, or members of the Professional Staff may recommend to the Lodge Executive Committee Adult Leaders in Council and District positions for consideration as candidates for induction. All requirements set forth for Adult Leaders in units must be fulfilled, with the exception of the camping requirements, which may be waived at the discretion of the Scout Executive.

ARTICLE III: OFFICERS AND ADVISERS

SECTION 1: The Officers of the Anpetu-We Lodge shall be the Chief, 1st Vice-chief, 2nd Vice-chief, Treasurer, Corresponding Secretary and Recording Secretary. These elected officers must be under 21years of age whose permanent legal residence is within the Lodge boundaries during their entire term in office. The term of office shall be from Fall Reunion until through the next Fall Reunion.

All Lodge officers will fall under the direction of the Lodge Chief and will accept other duties as assigned.

 

SECTION 2: The organization of Vice-chiefs shall be as follows: the Lodge shall have two Lodge Vice-chiefs with the following duties and responsibilities:

    1. First Vice-chief: Shall handle Lodge programs that deal with Council Camp Promotion, Ordeal, and Ceremonies.
    2. Second Vice-Chief: Shall handle Lodge programs that deal with unit elections, Brotherhood conversion, and service projects.
    3. Each Vice-Chief will fall under the direction of the Lodge Chief and will accept other duties as assigned by the Lodge Chief. redundant

SECTION 3: The organization of the Secretaries shall be as follows: the Lodge shall have two Secretaries with the following duties and responsibilities:

    1. Corresponding Secretary: Shall be the Editor of the Turtle Tales, and oversee the Lodge website.
    2. Recording Secretary: Shall take minutes at all Lodge and Executive Committee Meetings and shall submit a typed version to the Cape Girardeau office in a timely manner. As well as keep a record of the year. He will also be charged with keeping membership and honor statistics for Lodge rechartering.
    3. Each Secretary will fall under the direction of the Lodge Chief and will accept other duties as assigned by the Lodge Chief. redundant

SECTION 4: Treasurer: Shall make Lodge Treasurer financial reports, be in charge of the Trading Post at Lodge functions, and be responsible for the bead box.

The Treasurer will fall under the direction of the Lodge Chief and will accept other duties as assigned by the Lodge Chief. Redundant An annual report to the Lodge should be made at the Winter Fellowship Banquet.

SECTION 5: The Lodge Nominating Committee and elections

A. The Lodge Nominating Committee shall be composed of a Chairman appointed by the Lodge Chief, the six elected Lodge officers, the immediate past Lodge Chief, the chief of each chapter, and the Lodge advisers.

1. A chapter chief, if unable to attend, has the privilege and responsibility of appointing his own representative. If the chapter chief or his chosen representative are unable to attend, the Chairman may appoint an arrowman from that chapter to the position.

2. If a Lodge officer or immediate past Lodge Chief is unable to attend, the Lodge Chief may appoint a substitute.

3. Only those members of the Nominating Committee under 21 years of age may vote. The Chairman may vote only in the case of a tie.

B. The Lodge Nominating committee is closed to all persons who are not designated members of the committee in Article 3, section 5 A.

C. The Lodge Nominating committee will be charged with preparing a list of candidates with a minimum of two candidates per office.

D. The Lodge Nominating Committee will add any petitions recommending a nominee for an office signed by at least twenty-five youth members and received by the Lodge Chief by June 1.

E. Lodge Officer elections will be held at the Fall Reunion.

1. No campaigning or electioneering outside of these guidelines is allowed.

2. Nominees not elected may "drop-down" to seek other Lodge offices if nominated from the floor.

SECTION 6: The Lodge Executive Committee shall be composed of the following: the elected Lodge Officers, the elected Chapter Officers, immediate Past Lodge Chief, Lodge operating committee chairmen, Lodge Adviser, Lodge and Chapter Advisers, Lodge Associate Adviser, Scout Executive and Staff Adviser.

SECTION 7: Voting privileges at the Executive Committee meetings shall be granted to the following: Lodge Officers (except the Lodge Chief or acting Chairman) and 4 youth delegates from each chapter (preferably the chapter officers or designees by the Chapter Chief). The Lodge Chief shall vote only in a tie-breaking situation unless he is not acting as chairman in which case the acting chairman cannot vote.

SECTION 8: Removal from office: Should it become necessary to remove an officer from office, either from failure to perform his duties, as an officer of the Anpetu-We Lodge, relocation of their permanent residence outside the Council boundaries, or for performing acts that are unbecoming of an Officer in the Order of the Arrow, the Lodge Executive Committee must vote on said impeachment by a 2/3 majority of those voting members in attendance at the Lodge Executive Committee Meeting. If an officer is removed from office, the Lodge Executive Committee will vote on a replacement or follow an approved line of succession.

SECTION 9: Special Powers: The Lodge Chief in coordination with the Lodge Adviser shall have discretionary power vested in him to alleviate situations that require immediate attention in the event the Executive Committee cannot convene. The Executive Committee will be notified of any actions on the part of the Lodge Chief and he shall submit a report to the Lodge Executive Committee should this process need to occur.

SECTION 10: Chapter Officers

A. The officers of each chapter of this Lodge will be Chief, 1st Vice-chief, 2nd Vice-chief and secretary.

1. All candidates must be under age 21 during their entire term of office.

2. Candidates must be members in good standing of the chapter whose permanent legal residence remain within the boundaries of the Council during their entire term.

B. Chapter Nominating Committee

1. Each chapter will be encouraged to develop a chapter nominating committee to seek out the finest arrowmen of the chapter for chapter office. The chapter chief will form the committee of the chapter officers and at least two other chapter members under the age of 21. The chapter adviser will advise the nominating committee. Chapter officers are Chief, 1st Vice-chief, 2nd Vice-chief and secretary.

2. The Chapter Nominating Committee will announce their slate at the chapter elections held at the Fall Reunion.

C. Chapter elections

1. Chapter elections will be held at the Fall Reunion.

2. Elections will be conducted by the retiring Chapter Chief. If the Chapter Chief is running for reelection, the Chapter Adviser will conduct that portion.

3. Nominations from the floor at the chapter elections will be encouraged. Each candidate (or their representative) will be given the opportunity to address the chapter for a maximum of three minutes.

4. No electioneering or campaigning is allowed outside of the formal elections.

5. In the case of any contested office secret ballots will be used.

D. Replacement of a Chapter Officer

1. In the event of the inability of a duly elected chapter officer to fulfill the responsibilities of his office the officer may be replaced. Reasons for this action may be the event of a resignation, relocation, or having been removed by the remaining chapter officers, Chapter Adviser and Chapter Staff Adviser.

2. In the case of the Chapter Chief, the 1st Vice-Chief assumes the office and a new 1st Vice-chief is elected at the next chapter meeting.

3. In the case of the other chapter officers, nominations will be accepted from the floor and elections held at the next chapter meeting.

 

 

 

SECTION 11: Advisers

A. Chapter Advisers: The District Camping Chairman with the District Executive appoints the Chapter Adviser to a maximum of three one-year terms. Terms begin at the Fall Reunion.

B. Lodge Advisers: The Scout Executive will appoint the Lodge Adviser and Associate Lodge Adviser to a maximum three one-year terms. Terms begin at the Fall Reunion.

C. The Lodge Adviser shall appoint adult advisers to assist youth chairmen at the Lodge level.

 

ARTICLE IV: LODGE EVENTS AND MEETINGS

SECTION 1: The Lodge shall schedule events as listed:

    1. THE SPRING REUNION – This meeting will be held each year during the month of April or May at Camp Pine Ridge. Pine Ridge Scout Camp unless changed by 2/3 vote of the Lodge Executive Committee at least 1 calendar year in advance. Covered under Voting Article III, Sections 6 and 7.
    2. THE FALL REUNION – This meeting will be held each year during the month of September at Camp Lewallen. unless changed by 2/3 vote of the Lodge Executive Committee at least 1 calendar year in advance. Covered under Voting
    3. THE WINTER FELLOWSHIP BANQUET – This meeting will be held on the first weekend in December. The Scout uniform is the recommended attire.
    4. THE FUN WEEKEND – This meeting event will be held each year during the month of March at a place voted on by 2/3 vote of the Lodge Executive Committee at least 1 calendar year in advance.
    5. THE LODGE OFFICERS TRAINING SESSION Lodge Leadership Development Course-new name– This meeting will be planned and scheduled each year by the Lodge Executive Committee. Not a Lodge Meeting since only the LEC-move to next section

SECTION 2: THE LODGE EXECUTIVE COMMITTEE – will meet at least four times per year, During the months of January, April (Spring Reunion), June (Vigil Weekend), and September (Fall Reunion).

 

SECTION 3: Special meetings on the Lodge Executive Committee may be called at the discretion of the Lodge Chief and Lodge Advisers or the Council Scout Executive.

SECTION 4: Each meeting of the Lodge shall be opened with the Obligation of the Order of the Arrow.

SECTION 5: Notice of the Lodge meetings shall be mailed to all active members at least three weeks before prior to the meeting and shall include important information (e.g., program, cost, registration, etc.).

SECTION 6: Chapters will meet during the months of November, February, May, and August. Additional chapter meetings may be called with the permission of the Lodge Chief and Lodge Adviser.

 

ARTICLE V: DUES AND FUNDS FINANCES

SECTION 1: Dues:

    1. There shall be an induction fee payable at the time of election. The Lodge will provide the following items and the induction fee will be based on the cost of these items:
      1. Lodge Pocket Flap
      2. Membership Card
      3. Order of the Arrow Sash
      4. A copy of the ORDER OF THE ARROW HANDBOOK
      5. Dues for the remainder of the calendar year in which they are elected.
      6. Lodge Handbook

      Meals and patches for the weekend in which they are inducted are not included in this fee.

    2. Dues to the Lodge shall be collected annually. The amount of dues shall be set by the Lodge Executive Committee and shall be made collectable for Lodge events and will cover a period from January 1 to December 31. Plan adopted in 2005 in Procedures section
    3. Dues are payable at the Greater St. Louis Area Council satellite offices in Cape Girardeau or Herrin, Illinois, anytime of the year or can be paid with payments for activities that are mailed to the Service Centers.
    4. Dues must be paid on or before December 31st or a member will be given inactive status. Once a member is given inactive membership, he must pay the current year’s dues and a late service charge of one year’s dues to regain active membership. See plan in Procedures.

SECTION 2: All Order of the Arrow funds shall be handled through the Council office and go through all the normal accounting procedures used by the Council.

SECTION 3: The Lodge will make an annual gift to the Friends of Scouting campaign of our Council per our National Guidelines.

SECTION 4: There shall be no chapter treasuries.

A. In the development of the Lodge annual budget, funds will be made available for chapter meeting and service project mailings.

B. Each chapter is authorized $100 per year for operating expenses to be spent at the discretion of the chapter officers and adviser. Any expenses over this amount must be pre-approved by the LEC for reimbursement. All expenditures are approved by the Lodge or Staff Adviser prior to reimbursement and verified with receipts. No funds are carried over from year to year.

C. All approved statements will be paid by the Council office.

D. If a chapter elects to hold a chapter banquet or other chapter activity it will be done through the district and district executive with an approved budget.

 

ARTICLE VI: INSIGNIA

 

SECTION 1: The Lodge Totem shall be the Turtle.

SECTION 2: The Lodge shall have a Bead Totem.

    1. Past Ney-A-Ti Lodge members, prior to 1995, shall be allowed to wear the Beaver Bead Totem in conjunction with the Turtle Bead Totem.
    2. All Lodge Members inducted after 1995 shall wear the Turtle Bead Totem.
    3. The Bead Totem may be worn at any Scout Order of the Arrow event.
    4. Beads for the Bead Totem may be purchased and worn according to the Lodge policy procedure.

 

SECTION 3: Lodge items available for purchase:

    1. Lodge items must be available for purchase at the Spring and Fall Reunions and Fun Weekend.
    2. The Lodge Executive Committee may decide by 2/3 vote to sell Lodge items at other events.

Delete all of Section 3 above as unnecessary.

 

SECTION 3: Lodge Flap

A. The Lodge Flap will contain the following:

      1. Lodge Totem
      2. Rising Sun
      3. Lodge Name
      4. Lodge National Number (#100)
      5. The Three W’s
      6. The Fleur-de-lis

7) Beaver

B. The design for the flap shall be determined by a 2/3 vote of members present at any one meeting of the Lodge.

 

SECTION 5: Lodge Neckerchief

The Lodge Neckerchief shall be determined by a 2/3 vote of the members present at any one meeting of the Lodge. Each member of the Lodge will receive only one (1) Lodge Neckerchief of each design or color. It is not to be traded, resold, or given away.

Section 5 above removed. No restrictions on Lodge neckerchiefs in the future.

SECTION 5: Lodge Back patch

The Lodge Back patch shall contain the following:

      1. Lodge Totem
      2. Rising Sun
      3. Lodge Name
      4. Lodge National Number (#100)
      5. The Three W’s

A design for the Lodge Back patch shall be determined by a 2/3 vote of the members present at any meeting of the Lodge.

Each member of the Lodge may purchase any number of Lodge Back patches. The Back patches may not be traded.

SECTION 6: NOAC Contingent Patches

The Lodge Contingent and Staff Members to the National Order of the Arrow Conference may elect to have a NOAC activity patch in the shape of the Lodge Flap for trading at NOAC. The design for this patch will be voted on by the participants and staff going to the conference. Enough Patches must should be available to allow other non-participating Lodge members to have the opportunity to purchase at least one. NOTE: AT NO TIME SHALL THESE ACTIVITY PATCHES BE WORN ON A MEMBER’S UNIFORM IN THE PLACE OF THE LODGE FLAP.

 

SECTION 7: Chapters may be permitted to have chapter items such as emblems as approved by the Lodge Executive Committee. The design of any such items must be approved by the Lodge Executive Committee and the funds to purchase these items collected in advance of placing any orders. Reorders must also be approved.

SECTION 8: All emblems and neckerchiefs must conform to BSA regulations

ARTICLE VII: CALL OUT AND CEREMONIES

SECTION 1: The candidate Call Out Ceremony will be held weekly during each session of Summer Camp and at the Spring Reunion and Fall Reunion if necessary.

All candidates will make a small arrow (approximately) 6 inches in length and will wear it around his/her their neck while at Summer Camp and will bring it with him/her them to the Fall Reunion or Spring Reunion.

SECTION 2: All Candidates will fall under leadership provided by the Elangomat Clan System during the Ordeal.

SECTION 3: No troop, chapter, or other entity may conduct OA ceremonies without the expressed permission of the Lodge Executive Committee.

SECTION 4: Only youth members (under age 21) may participate in OA ceremonies as ceremonial characters.

SECTION 5: Order of the Arrow ceremonies are not held in secret. Any interested adult may witness an OA ceremony after meeting with the Chapter Adviser to secure permission and guidelines. OA ceremonies are not Courts of Honor. No disruption such as photographs or attendance of children will be allowed.

ARTICLE VIII: BROTHERHOOD MEMBERSHIP

SECTION 1: Requirements for the membership shall be in accordance with the requirements in the current printing of the ORDER OF THE ARROW HANDBOOK AND THE GUILD FOR OFFICERS AND ADVISORS.

SECTION 2: The Lodge Executive Committee will determine a Brotherhood Fee.

 

ARTICLE IX: THE VIGIL HONOR

SECTION 1: Attainment of the Vigil Honor shall be in accordance with the requirements in the current printing of THE ORDER OF THE ARROW HANDBOOK AND THE GUIDE FOR OFFICERS AND ADVISORS.

SECTION 2: The Lodge will cover the induction fees for all Vigil Honor candidates.

 

ARTICLE X: AMENDMENTS TO THE CONSTITUTION RULES AND BY-LAWS OF THE ANPETU-WE LODGE

SECTION 1: These guidelines shall be such to amend at any regular or special meeting of the Lodge Executive Committee provided such amendment has been submitted in writing to the Lodge Executive Committee at least one month prior to the meeting and then published in the next Turtle Tales or other official publication. A 2/3 vote of the Lodge Executive Committee present is required to pass it.

SECTION 2: Lodge Procedures may be changed by the Lodge Chief with agreement of the Lodge Adviser and Staff Adviser.

 

ARTICLE XI: LODGE AWARDS

SECTION 1: An award shall be given to chapters who earn recognition by the requirements listed on the Honor Chapter form. Requirements for the Honor Chapter award shall be decided on determined by the Lodge Executive Committee.

SECTION 2: A traveling trophy plaque shall be presented annually to the Chapter that wins the Fun Weekend activities.

SECTION 3: The Lodge Advisor shall present Lodge Adviser Awards annually under standards set by the current Lodge Adviser. Chapter Advisers shall make recommendations to the Lodge Adviser.

SECTION 4: The Lodge shall present Founders Awards annually under the guidelines set by the National Order of the Arrow Committee. The Lodge Executive Committee shall appoint a committee of no less than 5 past recipients to consider all input and nominate the specified number. The committee will meet no later than the Fall Reunion and make its decision. Anyone can nominate a member of the Lodge and this process will be spelled out in the publication of the TURTLE TALES.

SECTION 5: The Lodge Chief shall present the Lodge Chief Award annually. The Lodge Chief shall choose one youth and one adult recipient. The criteria for this award are set by the current Lodge Chief.

SECTION 6: The Lodge Executive Committee may from time to time choose to present "The Patron of the Anpetu-We Lodge Award." This award may be given to a person who is not a member of the Lodge, a business, or a group, presented in appreciation for service or gifts to the lodge and or the Scouting movement.

ARTICLE XII: SUMMER CAMP COORDINATORS

SECTION 1: Summer Camp Coordinators shall fall under the jurisdiction of the Lodge Executive Committee. They report directly to and perform duties as instructed by the Camp Director.

SECTION 2: Summer Camp OA Coordinators must be members of the Camp Staff.

SECTION 3: Coordinators are chosen by the Lodge Executive Committee at the Spring Reunion LEC. Compensation is set by the LEC.

ARTICLE XIII: PARLIAMENTARY AUTHORITY

SECTION 1: The rules contained in the current edition of Robert’s Rules of Order shall govern the Society Society?Lodge meetings in all cases to which they are applicable and in which they are not inconsistent with the constitution or By-Laws and any special rules of order the Society Rules and By-Laws of our Lodge may adopt.

SECTION 2: The Executive Committee is the governing body of our Lodge, under direction of the Scout Executive. Any subject not directly addressed specifically in the "Rules and By-Laws" should be addressed to this group.
